The National Task Force on Equity in Testing Deaf and Hard of Hearing Individuals

History of the Task Force

The National Task Force on Equity in Testing Deaf Teachers was co-founded in 1987 by Dr. Hugh Prickett of Western Maryland College and Dr. David Martin of Gallaudet University. The focus of the Task Force at that time was on ensuring better equity in the testing of deaf persons who intended to become licensed teachers, in response to some serious access problems that were beginning to be experienced nationally. Dr. Prickett retired in the early 1990's, and Dr. Martin assumed the role of Chair.

By the middle of the l990's the Task Force broadened its focus to be on professional licensure testing of all professions, such as counseling, psychology, administration, occupational therapy, and therapeutic recreation, and representatives of those professions were invited to membership.

Subsequently, in the year 2000, with the increasing emphasis on high-stakes testing in schools, including programs for deaf children, the Task Force broadened its mission once again, now becoming The National Task Force on Equity in Testing Deaf and Hard of Hearing Individuals. The membership represents a broad array of educators and other human service professionals dedicated to the concept of equity in testing of all deaf persons.

Among the organizations represented on the Task Force are Gallaudet University, the Clerc Center of Gallaudet University, Western Maryland College, Educational Testing Service, the Council for Exceptional Children, the Governor's Office of Disabilities for the State of Maryland, and the National Board for Certification in Occupational Therapy (NBCOT).

As of 2000-2001, the new co-chairs of the Task Force are Dr. Judith Mounty and Dr. Carol Traxler of Gallaudet University."
